   In accordance with Chapter 551 of the Texas Government Code, this agenda has been posted on the official bulletin board at Weatherford City Hall and posted on the City website at http://www.weatherfordtx.gov within the required time frame. The Agenda Packet has also been posted on the City of Weatherford website at www.weatherfordtx.gov/agendas. All meetings of the Weatherford City Council, Municipal Utility Board, and other boards/commissions/committees of the City of Weatherford are open to the public. Public participation and written comments are invited on all open session business items.
   The Mayor/Chair requests that all electronic devices be silenced and phone conversations taken outside the Council Chambers. Weatherford City Hall is wheelchair accessible and special parking is available on the south side of the building. If special accommodations are required, please contact the City Secretary at 817-598-4202 a minimum of 24 hours in advance.
   The City Council, Municipal Utility Board, and other boards/commissions/committees of the City of Weatherford, as allowed, reserve the right to enter into Executive Session at any time during the course of this meeting to seek legal advice from the City Attorney on any posted agenda item as authorized by Texas Government Code, Section 551.071. Unless a Work Session Agenda, or otherwise indicated, action may be taken on any of the following agenda items.

CONSENT AGENDA ITEMS
 

All of the Consent Agenda Items are considered to be routine and self-explanatory and will be enacted with one motion. There will be no separate consideration of these items unless the Council or Board removes the item from Consent.

Consider authorizing an increase in allocated funds for Reynolds Asphalt from $1,034,000 to a maximum of $1,147,700.63, an increase of $113,700.63.

6.b.

Consider the appointment of Jim Jeter as a regular member and Marc Sager as an alternate to the Zoning Board of Adjustment.

6.c.
Consider a request for final plat approval for QT 1947 Addition, being 1 lot on approximately 3.462 acres of land, generally located at 1917 N FM 51, City of Weatherford, Parker County, Texas. SBD-25-0001.

Suggested Action:

Staff recommends approval of the Final Plat for QT 1947 Addition, subject to all requirements of the Subdivision Ordinance. At their February 12, 2025, regularly scheduled meeting, the Planning and Zoning Commission voted (7-0) to approve the final plat subject to the following conditions which must be met prior to filing: 

 

1. A note shall be included on the plat stating that all pre-existing easements and/or dedications have been vacated or incorporated into the creation of this plat.    

 

2. Provide accurate centerlines on roads. Refer Chapter 5 Sec. 11-5-2 (m) of the Subdivision Regulations.    

 

3. Public improvements will be reviewed with the site development plans. Public improvements are required to be accepted before the final plat is recorded (Refer to WMC §11-5-9(c)(1)).

 
 
 
 
6.d.

Consider approval for the purchase of library books, material processing, Summer Reading Challenge books, and Book Club books from Ingram Library Services, LLC for a total amount not to exceed $130,000 during FY25 under Texas State Comptroller of Public Accounts contract #715-M2.

7.
REGULAR AGENDA ITEMS
 
 
 
 
 
7.a.
Hold a PUBLIC HEARING and adoption of Ordinance O2025-07 concerning a request by Pamela Willis regarding a conditional use permit for Auto Sales and Service/Outside Sales as a Primary use on an approximate 2.48-acre tract generally located at 1435 Fort Worth Highway, City of Weatherford, Parker County, Texas. CUP-25-0001.

Suggested Action:

Staff recommends approval of the Conditional Use Permit request. At their February 12, 2025, regularly scheduled meeting, the Planning and Zoning Commission voted (7-0) to recommend approval of the conditional use permit subject to the following conditions:  

 

 

1. Hours of operation for the business shall be limited to Monday - Sunday, 7:00 a.m. to 8:00 p.m.

 

 

2. Temporary signs, banners, and other advertisements shall not be permitted on the property. 

 

 

3. All buildings on the property shall be limited to uses associated with the conditional use permit request. 

 

 

4. Display, storage, and sale of equipment is limited to "new" Tractors, implements, UTV's, compact construction equipment, utility trailers, lawnmowers and associated parts.

 

 

5. The existing building on the north end of the property shall be used for storage and assembly only. Display of new products shall be maintained in a neat and orderly fashion. Display areas are shown on the site plan. 

 
 
 
 
7.b.
Consider an exemption to the City of Weatherford Code of Ordinances, Title VI, Chapter 15, Sex Offenders, from Mr. Darin Garrett for 511 E. Akard St.

Staff recommends denial of the exemption request.

CITIZEN COMMENTS ON NON-AGENDA ITEMS
 
Residents may address the Council/Board/Commission/Committee regarding an item that is not listed on the agenda. Residents must complete a speaker card and turn it in to the Secretary five (5) minutes before the start of the meeting. The Rules of Procedure states that comments are to be limited to three (3) minutes. Speaker rules are posted at the back of the Council Chambers. The Texas Open Meetings Act provides the following: (a) If, at a meeting of a governmental body, a member of the public or of the governmental body inquires about a subject for which notice has not been given as required by this subchapter, the notice provisions of this subchapter do not apply to: (1) A statement of specific factual information given in response to the inquiry; or (2) A recitation of existing policy in response to the inquiry. (b) Any deliberation of or decision about the subject of the inquiry shall be limited to a proposal to place the subject on the agenda for a subsequent meeting.
